Subdivision review and utility letters (lotificación) – only if required
The state Dictamen de Lotificación / Sembrado, then the municipal Autorización de Lotificación. It needs feasibility letters (factibilidades) for water and sewer, electricity, garbage collection and stormwater.
Why it matters
Dividing land or placing several buildings changes the infrastructure load, so the state and the utilities must sign off first.
Who helps
Gobierno de BCS (Dirección de Planeación Urbana), then the municipality. Factibilidades: the water utility (OOMSAPAS in La Paz), CFE, municipal garbage service and CONAGUA.
What to do: Only if required, request the subdivision review and the utility letters.
Documents
- Water/sewer factibilidad from the municipal operator (for example OOMSAPAS)
- CFE factibilidad
- Garbage-collection factibilidad
- CONAGUA no-afectación ruling for stormwater runoff
- The lotification project
- Survey plan: 3 printed copies showing dimensions, a location sketch, scale, a coordinate table, neighboring lots and contour lines, in UTM coordinates (ITRF92 or WGS84). Add a USB drive with a KMZ file and an Excel coordinate table, plus recent photos. Say whether the lot is a fraction of a larger polygon.
Costs Estimate
- State dictamen de lotificación: MXN 3,073 (confirmed fee).
- OOMSAPAS La Paz water/sewer factibilidad: MXN 351.20 in the OOMSAPAS published catalog; not yet confirmed with the office. Answer in 20–30 days.

Estimates only. Get written quotes.
Common mistakes
- Assuming a single home needs this without asking; ask the state office in writing.
- OOMSAPAS mailboxes can be full and bounce email; call the factibilidades line before resending.
- Not saying in writing that project information you send for quotes is for information and quotation only, with no commitment.
