Update Catastro (and record the new construction)
A cadastral filing (manifestación catastral) adding the house to the cadastral record, which raises predial. Then record the house on the deed (step 4.32).
Why it matters
Catastro: municipal law. Obra nueva: strongly advised for resale and inheritance. It may also count as a bank amendment.

The gestor, the notario and the bank.
What to do: Add the new house to the Catastro record.
